What is PAIA?
The Promotion of Access to Information Act, 2 of 2000 (“PAIA”) gives effect to the constitutional right of access to information held by public and private bodies. It governs how requests for records may be made, what records are accessible, and the grounds on which access may be refused.
Our PAIA Manual
Radical Electronic Systems maintains a PAIA Manual in compliance with section 51 of the Act. The manual describes:
- our company particulars and the Information Officer;
- the categories of records we hold;
- the procedure for submitting an access-to-information request;
- the prescribed fees (where applicable); and
- the grounds on which access may be refused.
A copy of the PAIA Manual is available on request, free of charge, in PDF format.
How to request the PAIA Manual or submit an information request
Send a request in writing to our Information Officer using the contact details on the About page, with the subject line “PAIA Request”. Please include:
- your full name and contact details;
- a clear description of the record(s) you wish to access (or simply request a copy of the PAIA Manual);
- the form in which you would like to receive the record (electronic copy, printed copy, etc.).
The Information Officer will respond within 30 days of receipt of a valid request, in line with the timelines in the Act.

Fees
Where access is granted, prescribed PAIA fees may apply for reproduction and search-and-preparation time. The applicable fees, calculated in accordance with the regulations made under PAIA, will be communicated before any reproduction is undertaken.
Grounds for refusal
Access to certain records may be refused on the grounds set out in the Act, including:
- protection of personal information of third parties;
- protection of commercial information of third parties;
- protection of confidential information;
- protection of safety of individuals and property;
- protection of records privileged from production in legal proceedings.
Where access is refused, the requester will be informed of the grounds for refusal and of their right to lodge a complaint with the Information Regulator.
